Hydraulic systems are designed to work efficiently in a set pressure range, so the gauge will be rated on that particular range. Hydraulic pressure gauges that are available can measure up to 10,000 PSI, but there are others with a maximum hydraulic pressure from 3,000 to 5,000 PSI.
